Are you going off album credits? The drums could be the same, but I can't really tell because of all the other sounds that were put over it. Really, even it is the same beat(and I don't think it is) its still moot because "Whose da Flava" has got to be considered a pretty radical re-working of that beat.

Ali Dee was always dope and his credentials are as legit as they come. He was unfairly buried by the prevailing mindset in Hip-Hop at the time. He dropped when Hip-Hop's biggest audience, black folk, were not interested in hearing from a half white half arab guy who wasn't really hardcore or doing Native Tongues Afro-Conscious alternative stuff. Just wasn't a place for him. The backlash Ice Van Winkle generated surely didn't help him either. These days, tastes having changed and Hip-Hop  a whole lot broader he becomes the big star he shoulda been. Seriously, "Bring it On" is like Kanye West level good.
